Towards effective Strategic Environmental Assessment follow-up: a multi-dimensional analysis of procedural gaps in Tanzania SEA follow-up

Abstract

Strategic Environmental Assessment (SEA) follow-up is essential for ensuring sustainability recommendations in policies, plans, and programs, yet it remains underdeveloped in many developing-country contexts. This study assesses the procedural adequacy in SEA follow-up design in Tanzania, through qualitative document analysis of eleven SEA reports across key sectors. An analytical framework grounded in established SEA literature was applied to assess four core follow-up components: Monitoring, evaluation, communication and stakeholder engagement and adaptive management. Findings reveal systematic design deficiencies: while 100% of reports include monitoring provisions, designs are largely technocratic, with limited governance indicators (45%) and public reporting (27%). Evaluation frameworks are largely absent, no reports demonstrate robust design, and 64% rated as poor. Communication arrangements vary inconsistently (36% good, 36% poor), with community consultations appearing in merely 8% of reports. Adaptive management is most neglected, with 82% lacking mechanisms to link monitoring and evaluation to strategic revision. These deficiencies transform SEA follow-up from a learning-oriented governance mechanism into a procedural formality, constraining accountability and adaptive decision-making. The study concludes that SEA follow-up Ineffectiveness in Tanzania is pre-determined at the design stage and calls for regulatory reform mandating governance-oriented indicators, standardised evaluation frameworks and explicit adaptive management triggers to strengthen SEA’s contribution to sustainable development.
