STUDY OF THE CONTRIBUTION OF GOVERNMENT ACCOUNTABILITY TO PUBLIC PERFORMANCE: THE CASE OF THE AGRICULTURAL SECTOR

Abstract

<strong>Abstract</strong> In terms of ambition, the inconclusive nature of the development of ad-hoc mission indicators, the public performance document and the public action barometer highlights the paradoxical obligation in which innovators are trapped. We're looking for an accountability tool that's light (small number of indicators), expressive (understandable by the greatest number) and properly representative of public performance. In other words, we'd like a tool that transcends the complexity and contradictions of public action - inherent in the conjunction of the State's general competence and the extreme diversity of citizens' claims<em>,</em> <em>concerns</em> <em>and</em> <em>interests</em>. All this is based on objectives that are, for the most part, social constructs, and therefore debatable ad nutum. The obstacle to this quest for the grail is therefore ontological.
