Smart irrigation technologies are emerging as critical enablers of precision agriculture, offering data-driven solutions to optimize water use, enhance crop productivity, and support climate-resilient farming practices. These systems typically integrate Internet of Things (IoT) sensors, Artificial Intelligence (AI) algorithms, blockchain platforms, and Big Data analytics to monitor environmental conditions and automate irrigation decisions based on real-time and historical data. Big Data plays a central role in aggregating agronomic, climatic, and sensor-based information, which enables predictive modeling and informed decision-making at both the farm and policy levels. Despite their transformative potential, adoption in low-income regions remains limited because of high implementation costs, unreliable energy infrastructure, limited digital literacy, and challenges with system interoperability. This review examines the current landscape of smart irrigation applications in resource-constrained environments. This emphasizes the need for inclusive, affordable, and context-sensitive models tailored to smallholder farmers. This study identified four strategic pillars: solar-powered systems, modular and open-source designs, community-led training, and policy support. These approaches have demonstrated measurable impacts, including significant reductions in water consumption, improved crop yields and enhanced economic resilience. By aligning technological innovation with local capacity and institutional support, smart irrigation can evolve from isolated pilot initiatives into scalable and equitable solutions for sustainable agricultural development in the region.
