Reviving indigenous electrical insulator manufacturing in sub-saharan Africa: A narrative critical review of barriers and opportunities

Abstract

Nigeria's electrical insulator industry remains underdeveloped despite abundant reserves of raw materials such as kaolin, ball clay, and feldspar. This study adopts a critical narrative review approach, synthesizing evidence from approximately 52 peer-review articles, international standards, policy documents, and industry reports to evaluate the technical, industrial, and regulatory barriers to indigenous electrical insulator manufacturing in Sub-Saharan Africa. The review shows the regional ceramic insulator production is limited to about 6.5 million units annually, compared with 12-14 million imported units valued at USD 33-35 million, while Nigeria alone imports approximately 0.6 million units per year despite possessing an estimated 3 billion tonnes of kaolinitic clay reserves. Key constraints include weak enforcement of local content policies, limited access to finance, outdated processing technologies, and the absence of accredited IEC-compliant testing infrastructure. The principal contribution of the review lies in integrating materials performance, IEC standards compliance, industrial readiness, and policy analysis. Priority recommendations include phased clay beneficiation, establishment of national or regional high-voltage testing laboratories, standards harmonisation, and government-backed procurement frameworks to enable sustainable local manufacturing and energy security. • Indigenous insulator production in Sub-Saharan Africa remains critically underdeveloped. • Abundant African clay resources are suitable for IEC-compliant insulator manufacturing. • Weak policy enforcement and limited testing infrastructure hinder local competitiveness. • Benchmarking reveals performance gaps driven by processing, not raw material scarcity. • Phased beneficiation and standards harmonisation enable sustainable manufacturing.
