Résumé : Les très petites et moyennes entreprises (TPME) jouent un rôle crucial dans l'économie en créant des emplois et en favorisant l'innovation. Cependant, leur structure compacte et leurs ressources financières limitées les exposent aux fluctuations du marché, notamment lors de crises telles que les pandémies. Il est donc essentiel de gérer ces crises afin de renforcer la résilience des TPME pendant les périodes difficiles. Au Maroc, le paysage économique est largement dominé par les TPME, cependant un nombre croissant d'entre elles ont fait faillite ces dernières années, ce qui souligne l'importance de comprendre et de renforcer les facteurs spécifiques de résilience pour les PME marocaines en période de crise. L’objectif de cet article consiste à explorer la littérature existante sur les liens entre la politique de financement et la capacité des TPME marocaine à surmonter la crise COVID 19 et faire preuve de résilience. À travers une revue de littérature systématique ainsi que l’analyse d’un ensemble de rapports publiés par des instantes officielles, nous allons chercher à examiner la situation financière des TPME au cours des dernières années, marquées par plusieurs crises, tout en mettant en lumière les mécanismes mis en place par l'État pour renforcer leur résilience et améliorer la gestion des crises. Cet article met l’accent sur l'importance critique des ressources financières dans le processus de renforcement de la résilience des TPME marocaines pendant les crises, mettant en évidence la nécessité d'une politique de financement appropriée pour soutenir ces entreprises et assurer leur survie dans un environnement économique instable. However, their compact structure and limited financial resources expose them to market fluctuations, particularly during crises such as pandemics. It is therefore essential to manage these crises in order to strengthen the resilience of SMEs during difficult periods. In Morocco, the economic landscape is largely dominated by SMEs, yet an increasing number of them have gone bankrupt in recent years, underlining the importance of understanding and strengthening the specific resilience factors for Moroccan SMEs in times of crisis. The aim of this article is to explore the existing literature, within a systematic review, on the links between financing policy and the ability of Moroccan SMEs to overcome the COVID 19 crisis and demonstrate resilience. Through the analysis of different theories and a set of reports published by official bodies, we will seek to examine the financial situation of MSMEs in recent years, marked by several crises, while highlighting the mechanisms put in place by the state to strengthen their resilience and improve crisis management. This article focuses on the critical importance of financial resources in the process of strengthening the resilience of Moroccan MSMEs during crises, highlighting the need for an appropriate financing policy to support these companies and ensure their survival in an unstable economic environment.
