INTEGRATED CLEWS MODELLING FOR ENERGY EFFICIENCY AND RENEWABLE ENERGY EXPANSION IN KENYA

Abstract

This report presents findings from the Climate, Land, Energy, and Water Systems (CLEWS) model applied to assess Kenya's energy efficiency improvement and renewable energy expansion pathways. Kenya faces challenges such as rising energy demand, climate-induced hydropower vulnerability, unequal rural electrification, and slow adoption of clean technologies. Two scenarios were analysed; the Efficient Utilization of Energy Scenario (EUS) and the Renewable Energy Uptake Scenario (REU). The analysis revealed that energy efficiency improvements reduce overall system demand, freeing up generation capacity and reducing the need for new renewable plants. Increased renewable energy uptake decreases reliance on climate-sensitive hydropower and diesel generation, enhancing resilience and cutting emissions. The combined efficiency-and-renewables pathway offers the lowest long-term costs and the best energy security performance through 2050. Recommendations include scaling up industrial and commercial energy efficiency programs, investing in solar mini-grids in arid and underserved rural areas, and integrating CLEWS modelling into national and county planning for coordinated decision-making.
