Digital Diplomacy and Institutional Conflict Management in Nigeria

Abstract

The advancement of technology has influenced the ways conflicts have been managed by government institutions all over the world. This study explored digital diplomacy and institutional conflict management in Nigeria. The objectives of this study were to conceptualize digital diplomacy and institutional conflict management within the specific socio-political context of Nigeria. Also, examine the nexus between digital diplomacy and conflict management, determining how digital tools are currently being utilized to mitigate or escalate institutional crises in Nigeria. Network Theory of Diplomacy was adopted for this study. This theoretical approach reflects the transition from a state centred and hierarchical diplomatic system, often characterised as an exclusive club, to a decentralised and horizontal network of state and non-state actors that defines the digital era in Nigeria. Digital diplomacy in Nigeria operates as a double-edged phenomenon. NIDCOM efforts have demonstrated how digital tools can strengthen responsiveness and facilitate dispute resolution as much of the wider governmental system continues to struggle with transitioning from entrenched practices of information control to more open forms of digital engagement. The analysis confirms that institutional conflict management can no longer be detached from the digital environment, since even seemingly local grievances can escalate into international diplomatic challenges if mishandled online. Government institutions should create digital command centre, activation and content strategy during the response phase, deployment of verified fact sheets to the public as these would promote institutional conflict management in Nigeria.
