The impact of global climate change on the built environment highlights the need for advanced technologies like the Internet of Things (IoT). While also recognizing the importance of traditional building performance evaluations and addressing the complexities of modern building design and operation. As a result, a new generation of building performance assessment tools is crucial to closing the gap between the theoretical and actual operational performance of buildings. The main research question is: how can an IoT user-centric approach to developing performance metrics help achieve more sustainable and efficient buildings? This article examines the necessity of creating a user-centered framework, utilizing IoT technologies and data-driven insights, to evaluate and improve the quality of service in smart buildings. It comprehensively reviews 108 articles to evaluate the potential of individual IoT user-centered control concepts for building systems. The study introduces five IoT occupant-centric KPI modules across seven data domains, providing a thorough approach to measuring the quality of service (QoS) in smart buildings from the user's viewpoint. The paper identifies 43 IoT occupant-centric QoS metrics and measurement methods, offering future opportunities and challenges that help building stakeholders create adaptable, high-performing structures.
