Balancing profit and social goals: an investigation of outreach and commercialization in Africa’s microfinance, 1999–2023

Abstract

This article examines the social performance of African Microfinance Institutions (MFIs) between 1999 and 2023, with a focus on how commercialization shapes outreach to financially excluded populations. Using panel data on 878 MFIs across 38 countries, we assess three dimensions of outreach: average loan balance (ALB; adjusted for GNI per capita), share of female borrowers and proportion of rural clients. A new Commercialization Index (CI), capturing profitability, capitalization and reliance on donations enables systematic measurement of market orientation. Employing random effects (REs) regressions alongside machine learning models, we find clear trade-offs between financial and social objectives. Commercialization increases loan sizes but reduces female outreach, signaling mission drift; while rural outreach remains resilient, suggesting potential for inclusive scale. Machine learning models, particularly the random forest (RF) model, achieve strong predictive accuracy (95%), highlighting that average loan size, loan portfolio scale and commercialization intensity are the most important variables distinguishing NGOs-type from for-profit MFIs. Overall, the study underscores the multidimensional tension between sustainability and inclusion in African microfinance. It provides a robust framework for monitoring mission drift and calls for targeted regulatory and investment strategies to ensure that commercialization does not undermine MFIs core mandate of serving vulnerable clients.
