A comparative analysis of landfill policies and regulatory frameworks in Southern African countries

Abstract

Abstract Landfilling remains a dominant waste disposal method in Southern Africa, despite its detrimental environmental and health impacts. Effective landfill policies and regulatory frameworks are crucial for mitigating these impacts. This study employed a comparative analysis of landfill policies and regulatory frameworks in 10 Southern African countries, based on their varying levels of economic development and waste management. The analysis was based on a comprehensive review of government reports and academic journals. The study identified significant variations in policy approaches, regulatory frameworks, and enforcement mechanisms across the region. The study reveals that Southern African countries exhibit heterogeneous landfill policies and regulatory frameworks, characterized by disparate strengths and weaknesses. Notably, established guidelines and enforcement mechanisms constitute key strengths, whereas inadequate resources, limited public awareness, and inadequate infrastructure emerge as pervasive challenges across the region. The study provides recommendations for improving the effectiveness of landfill policies and regulatory frameworks in Southern Africa, including the need for harmonized policies and regulations, improved enforcement mechanisms, and increased public participation in decision-making processes. However, further research is needed to explore the implementation and effectiveness of these recommendations in practice, and to identify innovative solutions to address the complex waste management challenges facing the region.
